Scam!!!

This company charged my card for the paper then I received a bill directly from the paper stating that no payment had been received only a subscription started! I paid for a 3 months subscription and now owe for the 3 papers I have received! There is no phone number available to reach them on their website and I have sent several emails with no response with my concerns! I did find a number on the Better Business site listed as 713-807-7398 but there is no answer.
